In the U.S., Mattel often run promotion with selector retail chains, where you can collect 20 cards from $1 hot wheel cars(mainline), proof of purchase(receipts), and you mail it in to Mattel with few dollars for shipping, then they send you back exclusive limited edition car for that particular promotion. I've done this once or twice myself.
I like old Ford trucks, but I missed out on this promotion, so I decided to get one online. Big mistake.
I don't want to believe that the seller knowingly shipped me this, but it was cheap, so I guess it's possible. It came straight out of packaging like that. Mattel usually have decent quality control, so this one was a shocker to me. *tear*
