Tomica Limited Vintage: LV-35a Prince Clipper..... 東京都清掃局?

It's a garbage truck.  Direct translation of this Tokyo bureau name would be the 'cleaning bureau', so I just left the Japanese name in the title.  :p  In the U.S., it would be something like "waste management" or something with garbage and/or recycling in the title.

Only Prince Clipper I have.  Very cool truck & I love the paint job.
